Cкорее все эту "подводную лодку" cконструировали специалисты бывшей лаборатории морского электролова рыбы Гипрорыбфлота (Клайпеда) для наблюдения под водой, как работают новые методы траления и изготовили на бывшем опытном-судоремонтном заводе(экс Lindenau-Werft in Memel ) вот фото 1985 года, ну а сегодняшний ее владелец приватизировал(скорее всего) в 90-е года https://yadi.sk/i/3GUqYde-15MlVg
