Почему окна заколочены? Ведь судя по фотографиям по крайней мере один из них в этом году работал... Или это особенности местной зимовки?

Да, есть такая традиция - окна бить. Поэтому на зимовку и заколачивают, чтоб сохранить их до навигации.
