Да, первое вероятнее. На тот момент судно, если судить по внешнему виду, "не эксплуатировалось", но во время навигации и в 2013 в Конакове ни разу не был. Вполне возможно, что его перевели в ГИМС, а потом перегнали на стоянку к плотине или к другому причалу.
