перевозка людей на острова - это распоряжении городских властей. но мчс представило работу чуть ли не как спасательную операцию. лед на переправах "неожиданно поплыл". пассажирского флота с ледовым классом в порту нет. и даже буксиры (которые обычно использовали) оказались не готовы.
