Давайте пока не будем за уши притягивать. У вас есть доказательства? Мне кажется кто-то неправильно интерпретирует информацию из справочников. Там есть графа "Проект и строительный номер". Очень часто строительный номер кочует оттуда, как номер проекта. И завидная частота этого факта, как раз это подтверждает.
