В 1953 году на Томском заводе "Республика", занимавшемся постройкой небольших судов, был построен теплоход под названием "Культработник". Это был однопалубный теплоход с притопленной в корпус надстройкой, с габаритами по длине и ширине 30x5 м. В 1959 году было принято решение реконструировать этот теплоход, а по сути построить заново. От старого теплохода осталась только носовая часть — около 7 метров. Однако само строительство на Самусьской РЭБ было квалифицировано как капитальный ремонт.
