Названо в честь Елены Ивановны Шутковой, которая с 2008 по 2018 год работала в АО «Порт Коломна» заместителем главного инженера по судостроению. Организованное ею КБ и судостроительное производство, обеспечивает проектирование и строительство судов в АО "Порт Коломна".
