Я правильно понимаю, что ПС-1212 - это пустая баржа на переднем плане? И возможно ли прочитать название на барже со стрелой от плавкрана?

Да, верно. Название прочитать практически невозможно. Распознаваемо ПС-12.. Думаю, это ПС-1205 http://fleetphoto.ru/photo/54656/
