В 1930-1938 годах николаевские заводы имени А. Марти и имени 61 Коммунара по заказу объединения «Союзнефть» (позже пароходство «Совтанкер») построили серию из четырех средних танкеров типа «МОССОВЕТ». Они были рассчитаны на перевозку 7500-7900 т нефти. Суда получили наименования «МОССОВЕТ» (впоследствии «МОСКВА»), «АЗЕРБАЙДЖАН», «САХАЛИН» и «УРАЛНЕФТЬ». Танкеры имели водоизмещение 12250 т (6086 брт), длину 129,30 м, ширину 16,65 м и осадку в полном грузу 7,90 м. Два дизеля системы «Зульцер» общей мощностью 2800 л.с. обеспечивали танкерам скорость хода в 10,5 узла.
