Ну типа это не просто кабак, а казённый кабак. Или чтобы насильственная эвакуация этого кабака согласно решениям городских властей имела черты надругательства на госфлагом. И вообще, когда художники рисуют парусный корабль, то он весь увешан флагами, вот и здесь решили не отставать. Так что всё для красоты, а не по правилам.
