На сколько я знаю, на КиМе и Москве-реке есть распоряжение водить несамоходные суда (кроме барж) двойной тягой.

Есть не только распоряжение, есть и утвержденные схемы буксировок. Хотя под каждую специфическую буксировку всё равно разрабатывают свои мероприятия. Далее согласования, утверждения и только потом.... Поехали.
