Они иногда у них неправильно записаны просто. Наиболее распространённая ошибка - не хватает одной или нескольких цифр.

Ну, например, основной список http://fleetphoto.ru/models/1407/, там, конечно, также есть несколькой двухзначных номеров, но они явно так же, без 17**. Такая последовательность ганцовской нумерации прослеживается и в последующих проктах - ОТ-2100 http://fleetphoto.ru/models/474/, ОТ-2400 http://fleetphoto.ru/models/1830/.
