Теперь что бы развернутся в Ростове, надо заказывать буксир.

Так и раньше было. В "Обязательных постановлениях в морском порту Ростов-на-Дону" написано, что разворот судов более 80м осуществляется с помощью буксиров. Один или два в зависимости от рейда.
Самостоятельно я видел как разворачиваются только RSD44.

Я в основном на танкерах тут работал. Мы ходом Ростов до Азова шли. Без разворотов.
