Кто вам сказал что эти ОМы стояли без дела? ОМ-389 да весь 2010 год простоял, ОМ-368 в это время работал. В 2011 году они оба работали в Саратове, в 2012 где то с середины августа не работали. А ОМ-368 вообще обратно перегнали.
