Интересно, из каких соображений в ходовой рубке сделали эти боковые "балконы" - чтобы вид закрывать из центра, или...?

Это "фонари", там целая наука по компоновке рулевых рубок ледоколов. И данная схема (на фото) - лучшее решение по круговому обзору. Впервые схему с двумя "фонарями" применили финны в середине 80-х на этом проекте https://fleetphoto.ru/photo/393878/ и она была тогда ими запатентована. Через 30+ лет к ней пришли и в РФ.
До этого в РФ при постройке использовались схемы с одним "фонарем" (пр. 22600 справа, пр.21900 по центру)
