Во-первых, все равно весной ведутся покрасочные работы, и их придется снимать. Второе - чтобы под буквами не гнил металл. Третье - буквы зимой иногда чистятся, приводятся в порядок, это удобнее делать не на весу.

Но эта процедура не обязательная, иногда буквы оставляют на зиму на борту.
