В Регистре так указано, да и здесь тоже есть упоминание "ПСКР-492 (пр.254М, вст.1956, зав.№522, СФ, с 1981 КВФ, с 1986? учебное судно Пограничник КЮМиР Москвы, затем Пограничник-1)"

ну тогда опять неувязочка,
в КЮМе он был "Пограничник", а поскольку владелец сменился он уже может быть и Пограничником(к примеру)-25, логика ясна?
"Пограничник"-судовладелец КЮМ,
Пограничник-1,21,25-судовладелец ...
