Я так понимаю, он из Астрахани только в Море выходить может, по Волге никак не подняться? Стрела у него не складывается в походном положении?

Да, только в море. Чтобы подняться выше по реке, стрелу нужно демонтировать. Так было, когда кран ремонтировался в заводе Лотос несколько лет назад.
