Это точно он. Причём по состоянию на 1978 оставался там же. Хорошо виден на данном фото - https://pastvu.com/p/172737

Осталось понять, что же это такое было. Варианты - не совсем НИС и совсем не НИС. Но в отличии от «Науки» и «Вавилова» про «Кварц» не писали в статьях и книгах.
