Эта куча песка - вероятно просто место хранения этого самого песка до его продажи. Его добывают внизу и приталкивают сюда http://fleetphoto.ru/photo/37516/ На этом месте так каждый год, гора песка визуально то увеличивается то уменьшается. С расположенными горами щебня наоборот, плавкраны постепенно перегружают щебень на баржи, уходящие вниз http://fleetphoto.ru/photo/36876/.
