Предположу, что по причине невысокой мощности Урала для этой баржи. Обычно с ними работает Зеленодольск или БТО, которые в два раза мощнее

БТО тоже 600 л.с. Отмечу, что с наливными Белмаксами между Ярославлем и Кстовым работают буксиры проекта Р-45 (Волгари и Уралы см. https://fleetphoto.ru/photo/399915/?vid=1827 ). На Вашем фото баржа большей грузоподъемности и с другими обводами.

На большинстве бывших вфтанкеровских волгарях и уралах главные были сменены на более мощные. И сил должно хватать
