С точки зрения судоходства это очередное препятствие. Не было бы лучше сделать пролёт на несколько условных метров выше, чтобы не разводить при прохождении большинства судов? 15 метров как-то мало для современных судов.
Думаю что в Питере за многолетнюю историю навигации есть гораздо лучшее понимание что и какой высоты проходит под мостами. Так же профильные структуры лучше понимают, сколько стоит каждый метр высоты моста, и какую высоту выбрать в условиях размещения магистрали среди существующей застройки.
